Scott Turner (Tom Hanks) is a meticulous detective in a town where nothing happens. So bored is he, that he decides to transfer to the city for the action. On his last days, he teams up with Detective David Sutton (Reginald Vel Johnson) to show him the ropes. Only, his last days are going to have more action and adventure than the rest of his career. Amos Reed (John McIntire) is murdered, and the only eye-witness is Hooch – a humongous dog, but before he can solve the crime, he has to learn to get along with the dog. And since he knows nothing about dogs, he elicits the help of Dr. Emily Carson (Mare Winningham), and with that, a romance that may well change his future forever.
