Betsy Jobbs (Kirsten Dunst) and Arlene Lorenzo (Michelle Williams) are high school students in 1970s America. They are on a school trip to the White House when they stumble into a room where papers incriminating President Nixon and revealing his role in the Watergate scandal are being shredded by officials. The girls are given the roles of White House dog walkers so that officials can spy on them in order to find out how much they saw and what knowledge they have. Nixon asks for their advice on a range of subjects and it is not long before he is acting on their recommendations in this light hearted comedy. The President is not going to escape being found out forever, however, and the girls are there as he spins ever closer to the moment of impeachment.
